In a Commonwealth on the Eastern Seaboard the Environmental boys and girls decided they needed to build a new lab. After 30 years in a real dump it was needed. So the word was put out and after a lot of screwing around at long last the "V Group" prevailed. And all the little environmentalists were told about the wondrous new lab. The powers that be waxed eloquently about this State of the Art, World Class Lab. This wonderful "Green" building. So agreements and leases were signed and the games began.
It seems that the "V Group" never could quite manage to even remotely meet the requirements or the time lines or the terms of the lease. No problem! The Environmental types just rolled over like good little puppy dogs each and every time. Originally this was going to cost the taxpayers about 1.6 mil a year. So over a 20 year lease with "pass thru" costs it would have cost the taxpayers about 40 mil for a building that could be purchased outright for 27 million. But it gets better!
Every place I have been you get your electrical power from the power company and you have a back-up system for when Met-Ed goes down. This is of course the logical thing to do! Not so fast! The Environmentalists had a better idea: Use Co-Gens owned and operated by the "V Group" as the primary power source and use Met-Ed as the back-up. This works well I suppose as long as everything stays running and the "customer" doesn't question the power bills.
Now being environmentalists it was very important that we should stay close to nature and some interesting and unique ways of doing this were discovered. One way we stay close to nature is that sometimes it rains-inside. One of my favorites is the "waterless urinals"! These enable us on some days to truly commune with the smells of nature. The mind boggles!
Several years later and we have now reached a true plateau. Depending on whose figures you use, over the next 20 years the taxpayers will spend from 80 to 100 million dollars(rent and pass thru expenses)for a building that can be bought outright for 27 million. In fact the commonwealth is going to let the "V Group" sell the building for 27 million. The buyer appears to be a company in another state. So to add insult to injury the taxpayers will pump 80 to 100 million dollars of the commonwealths money into the economy of another state.
Isn't it wonderful how we are willing to help those less fortunate than us?
Through out this saga over a period of years Commonwealth officials and employees(some being paid 90+ thousand dollars a year) have known all about these little things and many more the rest of us don't know about. They have all gone along to get along. And yet this building is such an embarrassment to the Department and the Commonwealth that there has never been a grand opening. The Secretary has never visited to my knowledge(of course it is questionable how much the Secretary really knows) and I think one can safely say that the "Greenness" of the building is a joke. Through it all only one person that I know of has ever questioned the propriety of this let alone used terms such as "Corruption", "Fraud" or "Malfeasence". Of course any mention of those words is met with Monumental Righteous Indignation! To give credit where it is due a feeble effort was made to request the money to buy the building. Of course no money was available.
The Commonwealth of course has no problem finding hundreds of millions of dollars for stadiums and casinos.
To go to the Attorney Generals office would of course be an exercise in futility. I went to a reporter. The silence is deafening! Obviously the Fix is in! I realize I am the only one who smells an odor here and that no one will do anything. But at least when they jump down the rabbit hole I can say tried to do something about it.
If this isn't corruption and or fraud I don't what is.
The winners? The "V Group", the buyer out of state, The Politicians and Political hacks! The losers? The taxpayers! Who else?
